The following, which was not taken up on the March 16 calendar

     HOUSE BILL NO. 59                                                                                                          
     "An Act making appropriations for the operating and capital                                                                
     expenses of the state's integrated comprehensive mental health                                                             
     program; and providing for an effective date."                                                                             
                                                                                                                                
Representative Tuck moved and asked unanimous consent that HB 59                                                                
be returned to second reading for the specific purpose to adopt the                                                             
Finance Committee substitute.  There being no objection, it was so                                                              
ordered.                                                                                                                        
                                                                                                                                
Representative Tuck moved and asked unanimous consent that the                                                                  
following committee substitute be adopted in lieu of the original bill:

Representative Reinbold objected and withdrew the objection.  There
